COLD WARFARE – stories of limits: — Americans vs Soviet Union — September 18, 1918 to December 26, 1991–STRATEGIC FLEXIBILITY IS A PRINCIPLE OF WAR I DEVELOPED AT Indiana Univ. of Pennsylvania in the 1980s. When I reported in on the base in central Pennsylvania, for my full time internship, as a 19 year old 2LT to Carlisle Barracks, Strategic Studies Institute (SSI) Director Keith Barlow (COL/LTC?) personally, in a one-on-one meeting in his office, scoffed at my proposal for study of weapons buying – August of 1983 – WE, of western Pennsylvania, had Sought for greater capability and greater efficiency to be purchased when spending public dollars on military force options. IMHO, Efficiency and Capability go hand in hand – the two are NOT mutually exclusive. In some ways this WAS the Spirit of the Times. Waste is waste – could any of the inflation of the “Defense Budget” have been avoided? What about the future?

My general outlook on life is to face difficulty only as it arises. I do NOT borrow trouble from the future to fret or worry about.

I think it was a book called “Weapons and Hope” by Freeman J. Dyson that predicted an end to the continued utility of large nuclear submarines through the developments of anti-sub weapons the author called “fish.” This was published in the 1980s. Could land-based tanks be similarly obsolete while nations continue to develop, build, and field them?? It would seem that Super Improved Conventional Munitions combined with low observable radar immune fiber drones could end “landship” utility for good. Tanks were originally seen as just that, landships. What do I mean by Super Improved Conventional Munitions (SICM). I mean technologies that were called Improved Conventional Munitions (ICM) in the 1980s designed to kill or disable large armored vehicles – these technologies have doubtlessly been quietly improved on since they were displayed at the weapons show portion of the Association of the US Army Conventions in the 1980s. Thus do we have the sum of a declaration that the Empires’ clothes are at best bedraggled?

Opinion: the chemical weapons convention was good but read secondary accounts. Was once-briefed by one Colonel from the Arms Control and Disarmament Agency (ACDA) from Washington DC. I NEVER heard direct negativity about it (the treaty process was sometimes arduous tho). There’s always that cranky anti-control element too. We shouldn’t break out of it unless there’s cheating proved and threatening. Deterrence kept the world from self immolating for a long time. What about future, no prognosticating here. To get along go along? At the time one Reagan admin. top-level advisor told me back in the day while riding in a Capitol Bldg elevator that “We would like to keep binary” reference a more modern and more stable weapon that was only fully active after firing. I tended to agree with this. Now that we bargained them away, what do we have to deter a state or movement that goes rouge.

Existentialistic Nihilistic: Very Much Ado About NOTHING. I am neither of these though I once saw merit in what was called “Christian Existentialism.” Let it just be said that I believe in a God I think our National Founders would have approved of. Basic Facts Concerning Armored Vehicles or Recycling of Lots of Metals Needed?

(And the Former Soviet State)

When the Soviet Union was in existence the Army tended to ‘throw nothing away’ – older armor would be moved into second and third echelon-ranked forces instead of scrapped.

It MIGHT NOT be possible to know exactly how many dangerous Armored Vehicles are still left in the remnants of the Soviet State. These are rough figures on what the Soviets had and what their successor states could still possibly have. People have been saying tanks are obsolete for decades – hard to tell but with Super Improved Conventional Munitions (SICM), Artificial Intelligence (AI),  and disposable fiber drones this MIGHT POSSIBLY BE A TRUE STATEMENT TODAY. This is raw data collected from various Internet sources and elsewhere. Here’s the numbers:

Old T54/55 Tanks – 12 centimeter frontal turret armor and 4-5 inch frontal hull armor, 100mm Main Gun and Machine guns, 100,000 built during Cold War.

T-62 improved Tanks – 22,700 were built during the Cold War – 115mm Main Gun and Machine guns “upside down frying pan” style turret.

T-64 more modern Tanks, 125mm Main Gun and Machine guns, 13,000 built thru 1987.

T-72 world class Tanks. 30,000 built by Soviet Union and 25,000 to 35,000 built by client nations. 125mm Main Gun and Machine guns, 125mm main gun, perhaps over a thousand of these have been “knocked out” in the Ukraine War.

T-80 Tanks with gas turbine engines, 125mm Main Gun and Anti-Tank Guided Missiles (ATGM) and Machine guns, first fielded in 1976 and still in production, 5,500 built.

Russia is still producing some hundreds of tanks each year.

Ukraine builds a T-84 Tank model today of unknown quality.

By contrast during the Cold War the USA built 12,000 M-48 Tanks, 15,000 M-60 Tanks, and 10,000 M1 “Abrams” Tanks most with 90mm, 105mm or 120mm guns. NATO Nations also contributed significant numbers of modern Armored Vehicles to NATO defense with the Soviets in the Day generally having a 3:1 superiority in raw numbers.

Who knows what is still circulating in Europe and Asia when all things are considered. Perhaps strategic intelligence could verify BUT THAT’S A LOT OF BEAN COUNTING needing to be done. Work no doubt the CIA, DIA and the rest of the alphabet soup are doing. One question, IS ALL THAT SCRAP METAL RECYCLABLE?

Pretty much how I did it. I was a real obvious and messy, but quite male, 19 year old/Second Lieutenant Airborne gay-guy when I reported in for my residential Internship at the Army Strategic Studies Institute in August 1983. Got there early and got into the room by being assigned to a big office share with the far-my-senior and ultra-prestigious Army Fellows program. After a little back-and-forth debate and a look at the WP, NYT, and WSJ headlines I posited to the O-6 Colonel Director of SSI that I might do my study on the emergence or apparent emergence of Marxist intention in the emerging FSLN leadership and military in Nicaragua. He kinda liked the idea. This was prior to Iran-Contra and coincidentally when LTC North was just settled into his office on the White House compound.

  • I departed the Army War College there back to home campus at IUP with six credit hours of advanced Political Science and six credit hours of elective, in December 1983. Had a young head full of strategy in those days. Maybe what one woman should also have said as she was telling me some warnings before I went to the internship, could have been something like ‘be prepared to have your best work pirated and used by no-account scoundrels.’ The so-called senior GS civilian Latin Specialist whose name escapes me now, well I saw him presenting my internship paper chapter and verses on the McNeil-Lehrer news show on PBS some months after I returned home. He had asked me for a copy of my paper before I departed from the War College. HE GAVE ME NO CREDIT when he presented my ORIGINAL work to the GLOBAL audience. I wore my uniform about once a week during the Internship, one of the leg civilians told me he didn’t like me doing that but it was the custom of the Colonels and LTCs in SSI, when in Rome do as the Romans do, it worked out just fine.

Dr. Pat PhD is just another bright guy in recovery seeking PT supplemental income, I am sure there is something out there part time I can do. I’m older now but still capable and ‘want to give back.’

Ran many road races and military-fast-group runs in the days. Good training and motivation. I often walk with cane today from line-of-duty accident – Federal Republic of Germany (reunification time).

Gas prices not high on World scale. Media/oil co./Administration – Smoke to keep us from seeing big structural changes ongoing in World. Over-simplification is enemy!

Drug wars, I said in 1989 unwise to use American military but if you do, go deep. Addiction is a disease no military could kill. GHWB was fighting same war 40 years ago. See my Army Times paid editorial like the A-10 Failure piece for Christmas sake! I deliberately used tough words to deflect the argument that we in the military should be going around doing cop jobs. Clinton picked up on it and delivered 100,000 new real cops (we only trained two days a year on civil enforcement matters), and threw in an assault weapons ban. Everyone was reading that stuff on the Army Times editorial page with my picture on it. Readership was 779,000 in those days. It was scholarly stuff that got me a professional job at Georgetown University with Cadillac bennies. I hope to pop out yet another book on Amazon/Kindle. It’s not the most lucrative pursuit in the World but it beats working for a living 🙂 j/k.

Google’s Artificial Intell Analysis agrees with my reading “Core Thesis: Andrews argued that the U.S. was jeopardizing its safety by relying on air power alone to win wars, a strategy that failed to hold ground in conflicts.”

“NAVAL RAID: THE RUSTY HAND OF STEEL” – in US NAVAL PROCEEDINGS MAGAZINE in ~1970s – suggested look into back issues where available.

Corporations are bodies politic and business made up of subunits that have Human Rights – individual humans. Corporations themselves however do NOT posses true Human Rights – in particular those corporations that exist on the public dole such as defense contractors, absent the need to classify true defense secrets, or privacy matters of individuals such as Social Security Numbers, that shouldn’t be of the publically available record for a set period of time. In my day when something was stamped with a classification limit to distribution, it often had also a showed date as to when staff should reevaluate the need for classification.

People get loose with language a lot, especially back then before everything was hard wired. Since the Watergate breaking scandal and revelations of the 1970s (and playing with dad’s recording outfit in the 60s and 70s) I have known at some level everything could be recorded no matter when and where it was. I read a few books on intelligence, mostly nonfiction back then too. This was all in much of the time prior to 6th grade. I remember argument on the playground and in classrooms about American crimes in the Vietnam Conflict in the 60’s and 70’s in as far back as 2nd grade. The press was particularly in full bloom then locally and nationally – it was said that the local news in Metro DC was the National news for most Americans. I have been going in and out of places guarded by Marines and Soldiers my entire life and it ain’t over yet!

Political people have been congratulating themselves on achievement of mid East peace since prior to the Sadat-Begin-Carter “Camp David accords” of the 1970s. Social Studies Teacher Mr. Ehrenberger of Lake Braddock Secondary wheeled the tube TV into the class-area so we could watch the historic handshake. Tons of mideast violence since. Sadat and Begin won the peace prize for that effort. IMHO USA President Jimmy Carter should have gotten the prize too because he facilitated the treaty which did ratchet down the pressure in the Middle East to a large extent. Carter got his peace prize much later for his life’s work.

The Alpha of Anti-Communism in US Foreign Affairs by Patrick Pacalo In September of 1918 President Woodrow Wilson was considering withdrawal of the 5,710 troops he had sent to northern Russia. It had taken much convincing on the part of French Prime Minister Clemenceau to get Wilson to send the troops in the first place. Wilson hesitated to do so because he felt that any US involvement in the Russian Civil War would only make matters worse for the average Russian. He was also was doubtlessly concerned with sending doughboys to a remote area in a time when communicating over the great distance involved was a slow process.

The troops were sent by ship from Western Europe, and placed under British control. Wilson had agreed with the Allies to send the troops only after Clemenseau had stated in no uncertain terms that their purpose would be to provide logistical support to Russian volunteers who wanted to aid the Allied cause in the continuing fight against Germany. The troops were also charged, under the agreements negotiated with the Allies, with the mission of guarding military stores that had been sent to Russia for the purpose of fighting the Germans.

The troops were almost ordered home when Wilson received word that British General Poole had sent the Americans into immediate combat with the Red units in north Russia. Adding insult to injury, General Poole had appointed a French officer as military governor of Archangel. These events irked Wilson because he believed that the overthrow of the Czar had been a good thing, and that given time the Russian people would come up with a working form of democracy on their own.

All of Wilson’s frustration over British and French action in north Russia was put aside when he received word of the terrible Red Terror launched by Lenin and the Bolsheviks in September 1918. On receiving notice from Secretary of State Lansing that the Communists were on a mass killing spree he put removal of the troops from north Russia on hold and issued an anti-Communist directive to all U.S. diplomatic stations throughout the world. It was the first coordinated American effort to fight Marxism. In large respect this dispatch represents the real beginning of the US-Soviet cold war because it lays out why America would oppose Soviet Marxism for the next 70 years. The text of the dispatch follows:

MESSAGE FROM WASHINGTON TO ALL US DIPLOMATIC STATIONS
September 18, 1918

This government is in receipt of information from reliable sources revealing that the peaceable Russian citizens of Moscow, Petrograd, and other cities are suffering from an openly avowed campaign of mass terrorism and are subject to wholesale executions. Thousands of persons have been shot without even a form of trial; ill administered prisons are filled beyond capacity and every night scores of Russian citizens are recklessly put to death; and irresponsible bands are venting their passions in the daily massacre of untold innocents.

In view of the earnest desire of the people of the United States to befriend the Russian people and lend them all possible assistance in their struggle to reconstruct their nation upon principles of democracy and self-government and acting therefore solely in the interest of the Russian people themselves, this government feels that it cannot be silent or refrain from expressing its horror at the existing state of terrorism. Furthermore it believes that in order successfully to check the further increase of the indiscriminate slaughter of Russian citizens all the civilized nations should register their abhorrence of such barbarism.

You will inquire, therefore, whether the government to which you are accredited will be disposed to take some immediate action, which is entirely divorced from the atmosphere of belligerency and the conduct of the war, to impress upon the perpetrators of these crimes the aversion with which civilization regards their present wanton acts.
